What, this guy was transmitting from the Philippines? On a UHF Band? Don’t think so.

No. He's a guy in the Persian Gulf that heckles the U.S. Navy on the VHF Bridge to Bridge all night long. He's rude, crude, and helarious. I spent many a night laughing at him to keep awake. He's called "Filipino Monkey" because that's one of the things he says over and over.

If he’s a well known character, our Navy guys would likely have recognized it was him, correct?

Inquiring minds want to know more! What sort of things does he say?

Is it remotely possible he observed the incident in real-time to be able to get the blame for the commentary in question?

His voice would be on file, this should be very easy to verify.
