This is one of the few cases where the true solution is an actual war. With the nukes secured someone has got to clean up the tribal areas. The government cannot be afraid of large portions of the country without Pakistan remaining a haven for terrorists.
Unfortunately no democratic, or semi-democratic, government in Pakistan is going to maintain enough public support to get elected if it does what needs done.
Islam and Democracy are simply incompatible.
