I don't believe that for a minute. That's ranks right up there with the Truthers. That the Dems in power were negligent is for sure, but I don't believe that they were in on the plan.

I just love to see the sparks fly when conspiracy theorists spout off. They tend to delve deeper into events to discover malfeasance and betrayal rather than accept the reality of incompetence and negligence.
