Why does the city own the land?

The agreement between the Scouts and the City was that the City would provide the land and the Scouts would build the building, and turn it over to the City in return for a perpetual lease at $1 a year. The current value of the Beaux Arts building the Scouts built is upwards of $5 million.

So in my view, the Scouts should at least sue the City for $5 million for breach of contract and fraud. Then the Scouts can decide whether to use the interest on that amount to lease the building at the rate the City demands.
