As Newt said in a recent speech, it is an intersection of bad culture and bad government. The left has always encouraged lawlessness by denying the legitimacy of the law. They encourage bad culture by denying the legitimacy of Western culture.
As a result, you get areas such as this and Detroit.
Actually, and I know it would be very un-PC, I would imagine a study of the incidence of this lawlessness and local corruption would find that areas/cities of majority Black populations are where this type of Societal breakdown is centered.
Unfortunately, it's a fact that few want to face.
