i remember about a decade ago the l.a. times reported a meeting of the tijuana police department and the san diego police department on this side of the border.
some cop ran the vins of the mexican police cars and several were stolen from the u.s.

Yet hes only forced to return them? Yes. It's called "diplomatic immunity", and our guys overseas enjoy it too.
I wonder the same result if an American had taken them?
