I can’t think of any human being who seeing a dog coming at them in attack mode who would not defend themselves from it, instinctively. To presume from that the person would inately keep firing at human being is a bit of a leap of logic.

A dog coming from out of the blue, I can agree with you. A police dog ordered to attack because I have, presumably, not complied with police orders...unlikely.

Not unlikely at all, have you ever actually faced an animal attacking you? I have, and trust me, you are going to defend yourself, regardless of what else is going on.
