I wonder if there was inadequate grazing available for the number of buffalo being kept. If they had adequate grazing, I would think buffalo would keep grazing at home. I don’t have any personal experience with that, though.

If that were the case, I'm certain the Montana Highway department would have had heartburn with the big ranch over by Drummond that was less than 100 ft from Interstate 90 and fenced with 3 strand barbed wire on metal posts.
