Well it depends on your definition of negotiation, if telling the Soviets to remove the missiles or get blown to he** is negotiating then I guess JFK negotiated. I call it an ultimatum. The real story is that idiot Kennedy for all intents and purposes invited the Soviets to build the missile base in Cuba by failing to back the “Bay of Pigs” invasion force ... they didn’t just think we were weak THEY KNEW IT! ... years later we found out that the price Kennedy paid to get the Soviets to back down was the closing of our forward nuke bases in Turkey... and to think some libs actually consider that maroon who fell asleep on watch and had his patrol boat run over by a Jap cruiser ,,, too bad the watch on that jap cruiser didn’t notice that crunching sound as they ran over him...

The point is negotiation was backed by US military force and the credible threat to use that force. Concessions were made on both sides, but the USSR lost the most.
