Has the "World Court" ever prohibited Mexico from aiding her citizens in invading a neighboring sovereign State?

Didn't think so.

How many divisions does the World Court have to enforce its megalomania?

Actually, I believe under Nafta, Mexico asked to make a ruling that Mexico’s citizens have the right to be here under ‘free trade’. They have complained before and they will again if they don’t get all they want.

“Every time the U.S. abandons the track of international cooperation, we have a big controversy,” Mexico’s Szekely said. The United States has an obligation to its international treaties, such as the General Agreement on Tariffs and Trade and the North American Free Trade Agreement, he said, that supersedes its domestic law.”
