Power officials say 19,000 utility customers in Southern California are without electricity because thieves stole copper grounding wires from a substation in Pico Rivera.
Southern California Edison spokesman Steve Conroy said the theft was discovered Monday afternoon.
Conroy says the missing grounding wires created unsafe operating conditions at the substation, which forced crews to de-energize the system, affecting customers in Pico Rivera and Whittier.
Conroy says the thieves stole the metal while the substation was operating, which is extremely dangerous.

threatening jail for copper theft.
Someone has to be really stupid to steal grouding wires from an energised substation...one can become human BBQ that way.
Well, not going to say how but there is a safe way to do that.

I know, but if these thieves keep at it, they are bound to make one hell of a mistake.
Apparently stealing copper wires has become a big thing in So Cal. A neighbor who works for the school district, says a number of schools in the district have been shut down because thieves stole the underground power cables between buildings.
The perps seem to know what they are doing. It is quite a shock to come in to school Monday morning and not have power.
Also one of the medical center buildings, that I know of, found one morning that they didn’t have any water, because someone had stolen the cold water feed pipes.

THis is just like living in a Third World Country..Oh..I forgot CA is a Third World country and sliding downwards.
Every so often the thieves cook themselves by cutting something they shouldn’t have.
Make the wires unshielded.
I don’t think any beats Congressional levels.
