Anytime, anywhere, just not yet. The below video is the smoking gun that proves Barack Obama is just too terrified to sit down and have a chat with his opponent, John McCain. Seems to many that perhaps he’s not as shiny without his teleprompter or having the questions in advance. Seems that he wants lots O conditions in place before any debate takes place. I guess he’ll be calling Mahmoud Ahmadinejad ahead of time to work out some conditions before they meet. Now that’s leadership people!
To further quote this empty suit called Obama:

Did he say like a dip in a cool stream? I think he’s petrified of being raked over hot coals! What is the problem Barack, nobody there to critique your answer in your earpiece ?

Seems that Barry has other plans that day. What can possibly be more important than sitting down with the men and women in our Armed forces? Amazing part is all comments coming from the left these days seems to turn it all around and place the blame on McCain for these debates not happening.

I don’t think it’s Obama who’s afraid. He’s kind of oblivious to his incompetence.
It’s his advisors - they know the score - they must closely manage and script the fool or die a quick political death.

It was clear long ago that Obambi cannot function well without a script in a teleprompter. He is the political equivalent of airhead newsreaders like Katie Couric — yes he has acquired a celebrity cachet, and I’ll grant that he’s a fine speech-READER, but he performs poorly and makes fundamental gaffes when he has to do anything that’s not scripted for him.
Now that you mention it, I think you are right. He may be too stupid to know he is stupid.
