President Bush signed legislation to re-authorize PEPFAR (the President's Emergency Plan for AIDS Relief). The measure, which was signed in a formal signing ceremony earlier today in Washington, increases funding for the successful global AIDS program from $15 billion up to $48 billion over the next five years. As a result, PEPFAR, which is likely to be among the President's most successful and lasting legacies, will save five to seven million lives over the next five years.
"Passage of this historic legislation is a crucial turning point in the battle to control AIDS around the world," said Michael Weinstein, President, AIDS Healthcare Foundation, which provides medical care and services to more than 79,000 individuals in 20 countries worldwide. "Over the past several months, AHF worked diligently to persuade legislators to restore PEPFAR's priority on treatment. We take our hats off to everyone who helped ensure that this lifesaving global AIDS bill became a reality."
PEPFAR will continue to prioritize lifesaving treatment through a requirement in the legislation that more than half of the funds be spent on medical care and lifesaving antiretroviral treatment. As a result, five to seven million people worldwide may have access to lifesaving antiretroviral treatment over the next five years via PEPFAR-backed programs. Currently, less than two million people are receiving treatment through PEPFAR.

Historically stupid, useless, wasteful, and an absolute insult to those of us who voted for someone who is supposed to be conservative. It’s pretty sad to think that we’re at a point where 15-50 billion dollars can be pi$$ed away on nothing. We’re so far into socialism and this kind of feel-good and dare I say Clintonesque “legacy building” - it’s just depressing.
Even though I’ll vote for McCain - it’s unfortunate that it’s only going to be the lesser of two evils.
It doesn’t matter that Bush was behind this to the gay activist/politically correct crowd. Their worldview is that Republicans don’t care about AIDS and gays, and that whatever they do, it’s not enough. I expect the Human Rights Campaign and others to say that while this is a first step, Bush isn’t doing nearly enough to fight AIDS.
And it doesn’t matter that this dwarfs what Bill Clinton did in the fight against AIDS. Bill Clinton is a good Democrat, and good Democrats can never be at fault for not doing what’s right or doing enough.
He could have fixed illegal Immigration but he did nothing... What an as*hole.

I really do admire President Bush.
I just started reading a book titled “Heroic Conservatism” (written by one of Bush’s speech writers...think the name is Gerson?) this past weekend, and have just read about the unfolding of the plan to help in the battle against AIDS.
I think President Bush will be remembered as one of the most compassionate men to occupy the oval office. What he has tolerated is beyond belief.

It is fairly painless to be compassionate and spend hundreds of billions of dollars when it is not your own money. I too believe that President Bush is a very kind, caring, and compassionate man, but his "compassionate conservatism" has gone way past critical mass with me.
I would not vote for him again if he was eligible to run for another term. I'm at a point where I nearly regret voting for him in 2004 and I'm just down right sorry that I voted for him in 2000. There. I said it.
It is not the job of US President to be compassionate. But if he really were compassionate he would care more about the fact that what we Americans have tolerated, because of him, is beyond belief.
