This is the Panama Canal Commission, renamed in 1999. They are responsible for all canal operations, and are a part of the local government civil service.
It is really that simple. Panama owns and operates the canal. HW operates 2 ports. Rick claims that the 2 ports constitute ownership of the canal. Anyone with a basic grasp of logic would see the fallacy here, and anyone who has been stationed in or lived in Panama would grasp he is a looney.
