I didn't see where he said that, but the was politicians twist words, he could be referring to the fact that in theory anyone with a draft status, even 4-F, could have been called up in a "national emergency"

That describes me. I got my "Dear Upchuck" letter in early summer, 1967.

I took the physical and failed.

My draft status was changed from 1A to 1Y, meaning I would be called up only in a national emergency. When I asked for a definition of that, I was told, "only if the US is attacked."

I was never called up and grieved for many friends who went KIA in Viet Nam.
