That is very sad for the local residents. It will also be an impediment to natural gas exploration in the area. However, we should not send Putin a penny. Let them pay for the rescue, recovery, and reconstruction efforts with funds they would otherwise spend on occupying Georgia or invading other friends of the US.
In the Irkutsk region an earthquake over 8 points
Irkutsk. August 27. INTERFAX-SIBERIA - On Wednesday at 10:35 local time Irkutsk seismic stations recorded an earthquake in the southern part of Lake Baikal, according to preliminary information, up to 10 points.
In Irkutsk intensity earthquake was felt score 6-7. In the town of Baikalsk - 8 points, in the cities of Usolye-Siberian, Angarsk and Cheremkhovo - 5 points.
9.0! Isn’t that insanely large? I can’t remember ever hearing of such a large earthquake.
I can hardly fathom how a quake of 9 on the Richter Scale, commented in Wikipedia as “devastating in areas several thousand miles across” could not affect the Soviet era buildings in places like Irkutsk.
Something about this report is twitchy. Either the damage hasn’t been reported yet, the earthquake was of an intensity far less than a Richter 9, or it took place in the remotest region of the Siberian tiaga.
oh yeah, not exactly a surprise to me. But I bet with all the talk of drill next week we’ll see a continued slide in crude.

Without looking it up, I'd say close to a million folks. Irkutsk has over a half million; some of the industrial cities in the area were built by political prisoners and are also pretty good sized. (Angarsk is over a quarter of a million. )
