(Seoul, Yonhap News) Kim Kwi-geun: It is revealed that N. Korea recently staged a large air exercise involving warplanes such as MIG-21's in the area over Yellow Sea and near Sino-N. Korean border.
A government source is quoted as saying on Sept. 23, "We have learned that N. Korea conducted a large-scale air exercise recently over Yellow Sea. We can see a trend that their number of training flights is on the rise compared with previous years, despite the fact that such exercises consume lots of fuel."
He went on to say, "They conducted another warplane exercise in the area near Chinese border. Military authorities are paying keen attention to movements of N. Korean military."
In a related development, Karl Moeller, the head of 'Open Doors,' an international missionary organization, said in his interview with Radio Free Asia (RFA,) "A couple of weeks ago, I was visiting Sino-N. Korean border area (note: on the Chinese side) and noticed a large group of N. Korean warplanes flying around just across the river in the border area."
He added, "It takes lots of fuel to send up a jet warplane in the air. It is not a stretch to say that things like this rarely occur. According to our network inside (N. Korea,) some very turbulent change is going on there."
Prior to this development, in mid-January this year, N. Korea conducted an exercise where their warplanes scrambled over 170 times a day, and frequently flew down over the tactical response line(50km north of Military Demarcation Line) and attempted deployment into the frontline airbases.

This would be either (1) to show S. Korea and China that they are not welcome should their military try to move in for whatever reasons, or (2) to spook local population or troops to stay put and not entertain any funny ideas.

Sounds more like the North Korean airforce equivelant of "Antiques Roadshow"...
In 1972 I was at the command center in Seoul for a year.
The North would nearly daily get a bucket load of jets to fly at the border at nearly supersonic speed. At the last moment they would turn off so as to not cross the border.
Each time we would scramble our jets out of Kimpo airbase to go up to meet the threat.
Seoul is about thirty miles south of the border and at the speed these jets go they could be on top of the capital it mere moments.
It was always nervous time when this occured.
