Thats a pretty low thing to say. Most of the time the buyer isn’t given a real opportunity to read those before purchase. Its usually 100 pages of stuff mixed in with the rest of the package thats thrown at you after handing over the check.

There’s also a great deal of variation in how HOAs enforce the restrictions. I’ve seen many cases of Obama wanna be’s thinking that being President of the HOA was equal to being the Gov. of a small state.
