Also, I believe there were 57 primary contests in the Democratic primary, and he may have been referring to that. As hilarious as his statement may be, no one seriously believes that Obama is confused as to how many states there are.
Biden confusing Persians and Arabs is a bit more serious (especially for a supposed "foreign policy expert"), but that mistake in an entirely different league than thinking Africa is a country. We're talking "are you smarter than a first grader" territory on the latter.
