My son had experience with this in his locale. They countered by informing everyone prior to the meeting. They seeded their adherents around the room with no obvious communication between them. Everyone was briefed on the facts in the case and the technique. They remained polite. The major tactic they used was for people to raise their hands at various points and comment on the process. Ex: “You didn't answer that person's question.” Then rephrase the question. I think most of the methods are in the article “Have You Been Delphied”.(it has been a while since I read it).
My son's community was successful. This instance was in South Dakota where radicals wanted to add a directional sign at a highway interchange (public funds) to direct people to a deaf-only community where everyone would be required to sign. I believe the entire project for the Balkanized community also failed. I don't recall the exact location, but I believe it was between Bridgewater and Conestoga. My son signs and has worked as a sign interpreter and IIRC, he had been one of the people originally contacted by the radicals who mistakenly thought he would be in favor of their plan.
