I should have added: Obama’s sister was born in Indonesia. Ann got the sister a Certificate of Live Birth in Hawaii, even though she wasn’t born there.
So whatever the reason she got one for Barry was probably the reason she got one for the sister.

Maybe this is a dumb question, but what is the status of Maya’s citizenship? Is she a natural born American citizen? Was she born, to her then married mom, in Indonesia, under the right conditions to claim USA citizenship at birth?
If she was not a natural-born citizen, did she ever go through official naturalization, or does having the Hawaiian certificate automatically grant citizenship?
Did a million illegal babies get USA citizenship through this Hawaiian technique in the 1960s?
