I doubt they wanted to wait for us to discuss the “moral implications” of helping them.

It wasn't meant as criticism but that India was dealing with it. I imagine lot's of updates and discussions are going on behind closed doors.

If it was a package deal, both or none, India did right to turn it down. Our military advice and assistance would be useful. The FBI is a different matter entirely.
