Since two parent families are repeatedly show to improve life outcomes for children (less likely to end up in jail, on drugs, mental illness, etc), even encouraging marriage without impacting birth rates is a step in the right direction.

You really want to know what would drive fertility down, and be completely acceptable to nearly 100% of the world's religions, at least the ones that seem to concern themselves with their adherents's sexual choices?

We need to develop a pill form of a medication that would virtually guarantee male offspring, then get it out on the black market. The most backwards, sexist societies would breed themselves out of existence in three generations.
