What does the phrase "world's greatest deliberative body" actually mean?

It's not the oldest - Britain's Parliament is older, it doesn't represent the World's largest Democracy, that would be India.

It has no claim to have the best minds - Kennedy?, Kerry? any number of crooks and morons you could name..

So just WHAT makes it the "world's greatest deliberative body"?

They have delusions of adequacy.
