Governor Congratulates TransCanada on FERC Order

February 9, 2009, Juneau, Alaska - Governor Sarah Palin today congratulated TransCanada Corporation for receiving an order from the Federal Energy Regulatory Commission (FERC) that represents another successful step on the path toward construction of a natural gas pipeline under the Alaska Gasline Inducement Act (AGIA).

On December 15, 2008, TransCanada's subsidiary, the Alaskan Northwest Natural Gas Transportation Company (ANNGTC), informed FERC it was surrendering the conditional certificate issued to it in 1977. On February 6, 2009, FERC issued an order recognizing the surrender of the certificate and terminating the ANNGTC certificate proceedings. This FERC order confirms the AGIA Finding by the commissioners of revenue and natural resources that the so-called “withdrawn partners’ liability” will not be transferred to gas shippers through the pipeline tariff.

FERC's order terminating the ANNGTC proceeding fulfills one of TransCanada's key commitments to pursue the AGIA project and to officially bring the ANNGTC era to a close. It also provides further confirmation of the commissioners' conclusion that ANNGTC is unlikely to be a significant barrier to the success of TC Alaska's AGIA project. Notably, none of ANNGTC's former partners opposed the termination of the ANNGTC certificate proceeding at FERC.

"This is another successful step forward for the Alaska gasline project," Governor Palin said in response to the February 6 FERC order. "I commend TransCanada for taking this step to fulfill the commitments it made in applying for the AGIA license, and congratulate it for receiving a positive FERC order. I also commend FERC for acting quickly to approve the surrender of the ANNGTC certificate and terminate the ANNGTC proceeding. The actions by TransCanada and FERC help bring Alaska and the Nation one step closer to providing a secure, abundant, and environmentally responsible source of energy to hungry markets in the United States. I look forward to continuing to work with FERC and all interested parties to continue to move this critical project forward."

The TC Alaska gasline will be the largest construction project in the history of North America. The TC Alaska line will ship 4.5 Billion cubic feet per day (Bcf/d), and will also have expansion capability of up to 5.9 Bcf/d. The Alaska section of the TC Alaska overland route will be mostly buried along the approximately 750 mile route from the North Slope to the U.S./Canada border, with six compressor stations at startup and five natural gas delivery points in Alaska.

TransCanada Corporation has successfully constructed many natural gas pipelines and now operates more than 36,000 miles of natural gas pipelines in North America. TC Alaska's project will provide positive economics to the state and federal governments, the major North Slope producers and to TC Alaska.
