Only if the cars are believed to be driven by Jews.
Non-Jews are free to do what they will on the Sabbath — light fires, whatever.
Unlike Islam, Judaism does not impose its internal restrictions on others.
But how can they throw a rock? Sounds like work to me.
Wouldn’t throwing the rock be a work on the sabbath?
