'RAPE' COPS ON TAPE

A uniformed cop accused of raping an East Village woman in her apartment tried to hide from a surveillance camera while using a key to enter her building, sources said yesterday.

But what he didn't appear to know was that there was a second camera catching his and his partner's every move before and after the alleged sexual assault, the sources said.

The NYPD's Internal Affairs Bureau is investigating a claim that the patrolman raped an intoxicated business executive after the cop and his partner responded to a cabdriver's 911 plea for help with his drunken passenger, the sources said.

Several sources identified the cops as Kenneth Moreno, a 17-year NYPD veteran who is married with two kids, and Franklin L. Mata, who has been on the force for three years.

The cops helped the disoriented woman to her fifth-floor apartment shortly after midnight on Dec. 7, and later returned to check on her condition, the sources said.

But when they came back a second time, Moreno allegedly raped the woman as his partner stood by, the sources said.

Moreno and Mata were caught on tape by a surveillance camera outside a bar called Heather's on East 13th Street, near the victim's apartment building.

The cops escorted the woman into the building at about 1 a.m. and stayed seven minutes before leaving, according to the bar's owner, Heather Millstone, who saw the tape.

They came back about 40 minutes later and stayed for 20 minutes, she said.

Then they came back 20 minutes later for a third time and stayed another 40 minutes, she added.

"When they leave the second time, one notices the camera, and they do their best to avoid the camera," Millstone said. "It's as plain as day. When they enter the building the third time...."

So the cops will arrest a six-year-old kid for drawing a stick figure with a gun in school but they won't even arrest two cops that look like they've committed rape? Wow. What was the definition of 'police state' again?

Investigators searched the cops' station-house lockers and found heroin as well as personal information of other women

"It's like this lady. We can take you to jail for this heroin right now or....."

What scumbags. I hope they both get sent to prison where they can enjoy their brand new size 12 a**holes for the next 15 years or so.

What would a civilian get? Serious question, I don’t know. Even if it is something like that, needs to be a felony, not a misdemeanor.

Look for the “Blue Brotherhood” to close in around them. My apologies to good cops everywhere - but you have a duty to get rid of the scum amongst you and NOT protect them. By whatever means you deem necessary.

Take out the trash, and maybe Citizens will start to have faith in you again.

Pretty much like how the jihadist muslims ruin it for the rest of them. The FBI wouldn’t need to station informants in the mosques if the brotherhood of muslims was outing those who meant harm for this nation and recruitment for holy war.

Let’s hope so.

Much like any other part of a “society” - and LEOs are a society unto themselves - they know who their bad elements are.

In other words, LEOs, who have the State’s blessing to use life or death coercive force, KNOW who should and shouldn’t have a badge and a gun. And yet...there they are...on tape...abusing a helpless woman. Thank God for cameras.

To my mind, it’s too bad that woman didn’t have a gun and shoot the bastard. Spare the taxpayers the money. But then again, she’d be going to jail for defending herself, wouldn’t she? It would be her word against the partner’s word - that is, if she survived his return fire.

Too much abuse of power by public servants and arbitrary enforcement of laws has soured my respect and willingness to “obey” over the years.

If you’re a good cop, then as I said earlier, YOU have my apologies. It’s in your best interests to remove these animals from any position of authority pronto.

“hopefully these 2 get life” I think the 2nd guy should get 6 months. Apparently nothing was found in his locker or it would have been mentioned. The accuser says he did nothing but stand by and watch. And he may have been subjected to pressure by the veteran cop. Sure he should not have stood by and watched. But that is his crime, not rape or anything else.

You are a little mixed up I believe. Aiding and abetting is as serious as crime as the actual rape. He is guilty of rape also because he did nothing to stop it and it is HIS JOB to stop crime if he sees one in progress even if, especially if, the perp is another leo.

To say he is almost innocent is BS, he is worse, IMO, than the cop doing the actual rape.

from what i understand she had no idea what was going on until the next morning. the cameras helped her story. i feel just as bad for the cop’s kids as i do for her. selfish bastard criminal. he’ll get his in jail.

All the more reason this scumbag needs to go away - he thought he could get away with it, and it would be nothing more than a big wink/nod/nudge joke between him and his partner. Suppose the cameras weren’t there? Then it’s her word against his - and the partner is a complicit accessory to the crime because he witnessed it.

He should be tried and publicly hanged if found guilty as far as I’m concerned.

If the partner took no active physcial part, he should go to jail for life for NOT stopping it.

Public Servants that abuse their power/authority/office need to be judged VERY harshly. Jail isn’t good enough, especially when it comes to an abuse like this.

When you have the coecive power of lethal force at your beck and call, backed up by the full weight of the state - and you abuse that authority, you deserve nothing but contempt - and get it from folks like me.

And it’s even worse when the State closes ranks around their “chosen” ones.

Further erodes the Citizens’ view of authority.
