Here's a fair counter proposal:
Let's give Mexico to Villar and his 5 million cultural acolytes. They can't do any worse than the oligarchy and narco traffickers involved in open warfare at the moment.
There is are only two requirements of this gift.
1) He and his merry band must leave the US and occupy Mexico.
2) Within 12 months of his occupancy, he accepts all Mexican prisoners housed in California.

This is not about partisan politics. This about cultural politics.
Regardless how badly Villar preforms, life is still one hell of a lot better in the cultural ghettos of LA than at home.
