Some starry-eyed voters might have chanted Yes, we can! when asked to select Obama over his hapless Republican opponent. But as they learn more about the budget, more Americans may be saying, I dont think so.

Delphi technique. End the public discussion. Pretend to have the discussion in "private" groups (homes). Never allow the participants in the "private" discussion to see the real positions held by the group members. The local "facilitator" collects the opinions on paper, ditches the paper in the trash can and reports the "group" agrees on the predetermined "consensus". The "group" is duped into believing they "agree" upon the reported "consensus".
