I propose that before any "cap and trade" legislation is applied to the People, it is first tested on the federal bureaucracy.

The federal government should be taxed on their carbon usage, and the money distributed to the states, based on how much carbon was used in that state. Each state should be responsible for paying the carbon taxes accumulated by the offices of their representatives.
