What’s Prop 1A?  Prop 1A is a separate measure on the May 19 Special Election ballot that promises a so-called “rainy day” fund along with tax increases that were part of the budget deal negotiated by Governor Schwarzenegger and the Legislature in February.

Instead of making our budget process more transparent and accountable, Prop 1A does the opposite. Its complex formulas and fine print mean unintended consequences and behind the scenes manipulation by politicians.

* Prop 1A proposes a $13,000,000,000.00 “rainy day” fund, but where will the money come from when it’s “raining” now? * Prop 1A turns the “rainy day” fund into a new slush fund for politicians to spend on pet projects. * Prop 1A doesn’t control overspending or borrowing. * Prop 1A gives extraordinary powers to the Governor with no checks and balances. * Prop 1A triggers unfair tax increases on the middle class, seniors on fixed incomes and low-income Californians.

While we all want to solve our state's budget crisis, the effects of Prop 1A will be far different than its supporters promise.

Take a closer look. What you’ll find is Prop 1A is filled with complex formulas and convoluted language that was hastily drafted behind closed doors, without public hearings or independent analysis of how it will actually work.

What is Prop 1A? It’s a flawed proposition that will not do what its supporters say it will do. ________________________

Gov. Schwarzenegger’s 1A Power Grab

Prop. 1A will give Governor Schwarzenegger extraordinary power over the budget – without any checks or balances. Senate Bill 8, tucked in as part of the recent budget agreement, gives the Governor and his political appointees new, unchecked authority to cut spending mid-way through a budget year.

With no public input or hearings, the Governor’s new powers allow him to cut funding for critically needed programs, like health care for children or services for seniors. This will hurt everyday Californians who have been affected by the economic downturn.

Another thing they aren’t telling you: If Prop 1A passes, the Director of Finance – a political appointee of the Governor – will have the power to make all the critical decisions determining when revenues are “excessive” and can be diverted into the “Rainy Day” slush fund.

This appointee of the Governor will have powers to suspend cost-of-living adjustments or rate increases for up to 120 days. If 1A passes, it may take years to undo Prop 1A’s damage.

Schwarzenegger will not gain these new powers if Proposition 1A is sent back to the drawing board to get it right. Stop the Governor’s power-grab – Vote No on Prop 1A.

Thanks for posting this, TAC. I was hoping someone would because I haven't been able to find a spare minute.

Someone also needs to post a thread about our 4th of July Freedom Rally at the Agri-Center and ping all of the Central Valley FReepers to it.

I will try to do that tomorrow, if no one else does.

1F didn't look so bad:

The measure would prohibit the state commission that sets salary levels for the governor, other top state officials, and members of the California State Legislature (both the state senate and the state assembly) from increasing those salaries if the state General Fund is expected to end the year with a deficit. (Specifically, if the state's Director of Finance reports that there will be "a negative balance in the Special Fund for Economic Uncertainties at the end of that fiscal year.")
