The treaty is writen in black and white. I bet the Japanese are 100% within it. Thats why we see language saying “edging around it”, “misusing the rules” etc,,.
If it was a clear violation, they would say so. If you really mean no whale killing at all, then next time write the treaty to say exactly what you want. And as long as they are harvesting in a responsible way, and arent wiping out a population, who cares?
