Listening to his speech, I thought the applause was light ans hesitant for his pithy comments. Later, it was enthusiastic for intros of Senators Hatch and Mcconnell--like they were hesitant to agree out loud by clapping. Am I wrong? or are these Congresscritters mostly too afraid to speak out or may not agree?

Maybe they were afraid the cameras would catch them clapping wildly and then be accused of being a racist on Tuesday morning !
