I thought I read today this Carlin guy was NOT a scientist? Which is it?

As I understand it, he's an economist rather than a scientist. (Of course, Al Gore, the high priest of AGW alarmism, isn't even an economist, let alone a scientist.)

As I understand it, he is an EPA analyst whose 98 page report got quashed with an email from higher up that his report ran contrary to what the EPA wanted to pass on.

He only has a PHD in Economics and BS in Physics, from MIT I think. That’s all. In addition, his report was co-written by someone with a PHD in Physics.

In fact, the report is not so much original science as an assessment of the current scientific thinking and a warning that the IPCC 4th report, on which the EPA was relying was out of date and largely discredited.

Quite apart from its own intrinsic value, what this report categorically proves is that the EPA did not do any scientific due diligence whatsoever before coming out with a ruling affecting every individual in the country.
