Emissions trading, also known as "cap and trade," is an effort to address global climate change through the reduction of greenhouse gas emissions. An upper limit is placed on the total allowable emissions, and that limit decreases through time. Any company or group that holds an emissions permit will be limited to the amount of greenhouse gas it can emit, which is represented as an amount of credits. Over time, this cap will gradually decrease and allow less and less pollution. For those who stay below the cap, they can sell excess allowances to those entities in need of additional emissions credits. Companies that have difficulty meeting the cap can purchase additional credits from other companies that are already below the cap. The cost of incurring additional allowances beyond the cap creates a financial incentive to reduce emissions through efficiency measures or technological advancements.
This bill uses the same, market-based, American solution which was successfully put in place to fight Acid Rain in 1990 for carbon emissions. As a result of the Acid rain program, electricity rates fell 10 percent and 16 million new jobs were added to the American economy.
"The American Clean Energy and Security Act of 2009" - H. R. 2454 - was introduced by Rep. Henry Waxman (D-CA) and Rep. Ed Markey (D-MA) on March 15, 2009. On June 26, the House passed this bill by a vote of 219-212.
H.R. 2454 includes a "cap-and-trade" program that would place an annual cap on net carbon emissions, and would allow polluters to trade their carbon allowances as a way of reducing the production of greenhouse gas emissions by 83% by 2050. It also would require that 25% of all electricity supplied in the United States by 2025 be derived from renewable energy sources.
I voted for H.R. 2454 because it presents a balanced approach to American energy independence. It allows us to compete in the global marketplace, where the United States is severely behind others in the development of clean energy technology, and promotes innovation and creativity, two fundamental American values. Most important, the bill also provides consumer protections that will help keep energy costs low. Further, a vote for this bill is a vote for our troops, and our national security. We must reduce our reliance on imported oil.
New York households will save on average $5.58 per month in electricity costs and $8.00 a month in fuel costs within the next 10 years under the Energy Bill. Investing $150 billion in clean energy will also help create more than 1.7 million jobs - with more than 50,000 jobs created in New York State. Fifty-five percent of the bill is allotted to consumer protection provisions so that Staten Islanders and Brooklynites will not face substantial increases to their utility bills. Further, budget watchdogs have determined that the energy bill will not raise the deficit.
The Energy Bill is supported across the board by constituents, veterans and even utility companies; all of whom have pledged to work with government to transform our economy and our clean energy technology.
The sad part is that he will fool many of his constituents with this garbage.
He is an outright liar!! It is not supported across the board, and will be defeated!! We still have to defeat the EPA. They must be challenged also for final victory.
He should include a free packet of Kool-Aid with that letter.

Let me summarize: “I’m an intellectual midget and a moral coward.”
Did he tell you what the change is that we are so afraid of? Ask him why he doesn't call it "global warming" anymore? I mean if it's cooling and CO2 really is a "greenhouse gas," then these bozos shouldn't be discouraging its use, should they?
What Bull-Merd. This is a rape of the Average American and it just plain STINKS! This MUST be defeated.
Right, did you point out to your Congressman that despite all his/her attempts to justify voting for Cap and Trade that this Bill is nothing more than the largest tax increase in American history and the largest scam in world history?
Wow! That's almost enough to pay the bridge toll to get to Queens(once). The largess and greatness of these guys is just so amazing.

I went for a hike this week and as usual, the mountains brought focused clarity to my thinking.
A personal solution to my personal carbon problem came with clarity.
The carbon emission/global warming problem is a lie. Logic dictates that a solution can also be a lie
Hence forth, I will tell the following untruths.
1. I will reduce carbon emission energy use by reducing hot water consumption. I will turn down the thermostat on the water heater to 105, and use hot water only for bathing and dish washing.
2. a.I will reduce vehicle fuel consumption by increasing tire air pressure there by reducing rolling resistance.
b.I will keep the vehicles waxed, clean and shiny thereby reducing boundary layer air flow turbulence and decreasing aerodynamic drag.
c. I will adjust the computer settings on my turbodiesel van to increase the air to fuel ratio and the boost pressure to the injectors to maintain power while reducing fuel usage.
3. I will increase the number of large philodendron plants in my office and studio from 2 to 4. These plants having leaves in excess of 16 inches in length have a large capacity for CO2 absorption while photosynthesizing with leaf maintenance and water as byproducts.
4. I will maintain energy reducing thermostat settings at 77 degrees during the cooling season and 67 degrees during the heating season.
7.I will eat only fresh fruits and vegetables and store no leftovers in the refrigerator. I will open the refrigerator door only three times a day and will disconnect the light.
By implementing these 7 actions,the model projects an energy usage reduction of between 17.3% and 28.4% depending on the exterior temperature/humidity ratio.
Although not widely publicized, I seem to be joining such Giants as GE and DuPont in solving the problem
Let’s hope his constituents dump this misguided liar in 2010. By that time gas will be over $4.00 per gallon and their pockets will be thoroughly picked from high taxes.
Let’s see, this will reduce pollutants. Did he say the Chinese and Indians have signed onto this?
Did this guy read the part of the bill which provides for monthly direct deposits into the checking accounts of THE poor to offset the higher costs they would face when this all is implemented?
It is a TAX on everything, and a bow to the fiction of the False Religion of Global Warming.
If he believes that, he’s is far, far more stupid than any student I’ve ever had in any of my undergrad classes.
Tell him he’s exceeded his “upper limit - on the total allowable emissions,” and you’ll be working hard to kick his azz out!
