Look at the evidence: Ever see three fires start simultaneously atop (at least) three high-rises?
Some (cell phone?) coordinated force (Uighur terorist group?) -- or some force with aerial access (government aircraft) is acting under the cover of the mob action.
There is something beyond PO'd (Muzzy) crowds at work there...

Also government working with the rioters...wow, now I have heard everything, what’s next? UN Helicopters? Yes, it was coordinated by the rioters, but anything else is speculation, in your case, pretty wild.
It looks to me that tops of those three highrises are normally lit that way. They seem to have elaborate penthouses on top. The smoke from the lower foreground fire just makes it look like the highrises are on fire too.
