The first stimulus worked great. It was designed to create jobs or prevent job loss and you don't see any job loss do you? Oh wait. Never mind.

Bankers are giving themselves the biggest bonuses in history right on the heels of bailouts and legalized book cooking.
Pretty soon they will need another transfusion. Congress isn’t likely to ignore their call.

To be fair, the stimulus Cantor is proposing looks mostly to be made up of tax cuts. In other words, something that will actually stimulate the economy.
Cantor used Biden's remarks to slam the first stimulus bill and tout the GOP's approach. [tax cuts] "It is my belief that they didn't misread the economy," Cantor said. "What they did is they misread the stimulus bill and got the prescription wrong."
The CBO doesn't score tax cuts dynamically, so even though in reality they will increase revenues by virtue of increasing economic activity, CBO will score them as adding to the deficit. I'd be more worried if Cantor talked about paygo or offsetting the tax cuts.
