A day after a man drove a car off the top of a downtown New Orleans parking garage, plummeting four stories to another rooftop, he and his passenger were under hospital care Tuesday while the adjoining building's owner pondered how to remove the wrecked vehicle.

That's local slang for the Central Business District. Where the big buildings are.
Central Business District. Basically, Canal Street and the next several blocks across Canal from the French Quarter, where the highrise office buildings, the civic center, the hospitals, the Superdome and the Arena are.
On the other hand...summer in New Orleans could drive even an Iranian mullah straight down to Bourbon Street to order a tub of frozen daiquiri.
In New Orleans? Just leave it there. It will be cleaned up by opportunist salvagers in a short time.

The guy who owns the other building should charge for parking the car on his roof, and let the owners figure out how to get it down.
