Santurce - Scores of police officers, including the Tactical Operations Division, continue to surround Minillas Government Center allegedly to take security measures following an incident involving Governor Luis Fortuño, according to statements from Consumer Affairs Secretary Luis Rivera Marín.

It has also been unofficially reported that the Governor's Chief of Staff Marcos Rodríguez Emma was at the Government Development Bank building. However, this information has not been corroborated.
Meetings between union leaders and the Puerto Rico Police should be taking place on Thursday to discuss the logistics of the demonstrations related to the general strike [to be held] on October 15. Agencies have also prepared their own contingency plans to be implemented in case anything happens.
In addition, Attorney General Antonio Sagardía warned on Tuesday that the Puerto Rican authorities will arrest, and the Department of Justice will process, all those citizens who violate the law during next Wednesday's protests.
They should have made a movie about killing the Governor. Then it would be “art”.

I am assuming this is related to the Puerto Rican government’s recent decision to lay off close to 17,000 of its employees as a cost-cutting measure. Also, based on the newspaper reports I have seen, unions and the political opposition are up in arms over the layoffs, and a general strike is being planned.

Actually, the newer generations of New York “Puerto Ricans” are giving up their space in the Bronx to immigrants, mostly Dominicans.
I think that the replacement rate in Puerto Rico is healthy, although I don’t have any paperwork to back that up. But there sure are kids running amok everywhere!

BAYAMON, Puerto Rico Some 500 law officers swarmed into a public housing project and other sites Friday to dismantle a trafficking ring allegedly run by the island’s top drug suspect, a man described as an aspiring Robin Hood and a patron to reggaeton stars.
With assault rifles slung over their shoulders, officers in riot gear raided the complex where reputed ringleader Angel Ayala Vazquez grew up and allegedly built a drug empire that shipped thousands of kilograms of cocaine to the U.S. mainland.
Ayala, better known as “Angelo Millones,” was captured last month following a seven-year investigation.
“It was his domain,” Pedro Janer, assistant special agent in charge for the Drug Enforcement Administration in Puerto Rico, said of the Jose Celso Barbosa project, a collection of concrete, three-story yellow buildings in the San Juan suburb of Bayamon. “He lived there his entire life. People liked him. They protected him.”
Arrest teams from the DEA, FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the U.S. Marshals Service and the Puerto Rico police assembled at a nearby Army base, Fort Buchanan, before speeding into the complex before dawn.
“We use overwhelming force to guarantee the safety of our agents,” DEA spokesman Waldo Santiago said.

That's the normal state of affairs in the metropolitan San Juan area.
Homes in what used to be residential areas, are turned into businesses, with no consideration made for client parking. There are so many cars parked on the sidewalks along Roosevelt or 65th Infantry that pedestrians can only walk on the side of the road.
I'm telling you, a lawyer versed in the American's with Disabilities Act could make multiple fortunes there. That is, if he isn't killed first for messing with peoples livelihood.

You’re correct that part of the problem is homes turned into businesses (whether illegally or due to rezoning), but I believe that Roosevelt Ave. was always zoned as commercial and, as you stated, most businesses do not provide sufficient parking (in a city where everyone drives everywhere) and some businesses encourage parking in the sidewalks. I don’t know whether the government actually gives businesses permission to use sidewalks for parking, but it would not surprise me if that were the case.
