One needn’t have auto insurance (or a drivers license)to own and operate an auto; just if you want to operate it on the governments roads. The analogy to a health insurance mandate breaks down there, we acknowledge that they own, built and maintain the roads - do they similarly own, build and maintain we the citizenry?
