This goes for everyone. Be they from Mexico, Iraq, Ireland, the UK, Botswana, or Israel. For at any minute they could just pack up and leave for their *other* home country. Like Rahm Emanuel did during the Gulf War. So counting dual citizens and illegals in the census is basically fraudulent. It makes the purpose meaningless and the results bogus.
an a aside: If all the illegals in Chicago just disappeared one day, its population would drop from 2,853,114 as 'counted' in 2008, to 800,000 Blacks and the 1,500 White yuppie-scum Cub fans who live in Lincoln Park and Wrigleyville. (semi sarc /OFF)
