People are dead and wounded, Evan. How exactly can we make that worse? What Thomas means by worse is that it will make it more difficult for jihadists to stealthily train and prepare for terrorist acts inside this country.
To Thomas, that is worse.

People are dead and wounded, Evan. How exactly can we make that worse? When thousands heard the Giant Voice (loudspeaker system at Ft. Hood) say:
"Seek cover immediately...close and cover all windows..close air conditioning vents"
they got a hint about how it could be worse, much much worse.
And will be if things continue as they are.
