Twenty years ago my husband was an instructor at NAS Millington Tn.
They had Saudi students that they COULD NOT fail, period.They would be late to class, rude, not know the material... they were in.
Apparently if they got sent back to Saudi w/o passing the training, well let’s say it wouldn’t be a good day for them.
This used to get on his last nerve.

A similar situation occurred in 1962-1963. I was in USAF pilot training and, on the base was an Afghan student who was also in a “could not fail” situation. He was just “washed back” from class to class. He did not join our class but was leapfrogged to a class behind. He did solo once and it was such a disaster (had to break out every other airplane in the parallel runway traffic patterns) that he was “dual only” for as long as I remember. I am sure that he would still be there today but the base was closed long ago.
We were told by our instructors that to send him back, a failure, would cause a State Department problem crisis!
