The Hi-Points are great options; a 9mm carbine and 9mm pistol will run you about $300 street, combined. And you can use the carbine magazine in both firearms. That’s a heck of a backup/starter deal for people - power, lower cost ammunition (compared to most centerfire calibers), common caliber, and reliable as can be.

I’m surprised, actually, that Hi-Point hasn’t offered an “bugout/bugin” kit combining a C-9 pistol, a 995 carbine, six of the 10 round magazines, a nylon OWB holster, a nylon sling for the carbine, a 9mm cleaning kit (bore snake, some stiff nylon toothbrush, and Prolix or the like), and a nylon carbine carry bag (with pockets for the extra 4 magazines, cleaning kit, and a couple boxes of additional ammunition) for something like $400 MSRP ($350 street). I’d make that my “buy this single SKU for what you want” recommendation for people wanting to get into shooting, and wanting some good home defense items. Add $100 for 400 or so rounds and you’re well equipped compared to most people out there.
I almost bought a 995 carbine, but decided the Kel Tec SUB-2000 with it’s ability to fold and fit inside my computer bag (with my laptop and power supply inside as well) was preferred and it makes a better “truck gun” for storage behind the seat (well, the option for higher capacity Glock mags didn’t hurt). Other than that, though, the 995 was my choice!

Here's my tip: there is still a great pistol and ammo deal out there waiting for you. If you have waited too long to arm up, or if you want one more, look at the excellent milsurp CZ-52 pistol and 7.62X25 Tokarev ammo.
You can get a CZ-52 for about $200 at any gun show or at many gun stores. You can also find them by googling around the internet. The ammo can be had for as low as 11 cents a bullet in any quantity you want. Extra mags are from $12 to $20 each.
The milsurp ammo is full metal jacket, firing an 85gr bullet at 1,600fps. These will go through car doors, kevlar helmets, kevlar vests etc like an icepick through butter. OTOH, they will also go through one bad guy and maybe hit a good guy behind him.
However, you can buy hollowpoints ("Wolf Gold" with brass shells) for about $19/50, or half the price of comparable 9mm JHPs. My test "Wolf Gold" JHP ammo expanded to .60 caliber, the same as my test 9mm JHPs.
So for $400, you could buy a CZ-52, 1,500 rounds of assorted ammo, and a few extra mags. OR, you could buy about 2/3s of a "brand name" pistol, and no ammo.
It's just a thought. This is a great bargain. The ammo is cheap and plentiful at all of the internet catalog sites. Don't wait, the libtards will soon slam the door on foreign gun and ammo imports, and the prices will go way up.
Another benefit of this pistol is that it is very accurate, with very fine sights. WIth this flat-shooting ammo, you can hit at 100 yards with ease. Downsides are brittle firing pins (buy a spare, and don't dry fire) and a decocking function that you should not trust. Just lower the SA hammer like a 1911. The safety works like a 1911, so if you are used to 1911s, it will be very easy to use the CZ-52

Very good call on the SUB-2000 with Glock 17 mag option. I like them for the same reasons you listed.

I took my C9, cleaned it, and packed it back into its little white box, and put it away with 100 rounds of 9mm and a simple cleaning kit. It might be a good gift or barter item for someone without a firearm, should something ever hit the proverbial fan. I certainly know that I wouldn't turn my nose up at it if I didn't have a gun in a dire situation. Same goes for some clean Mosin Nagants I grabbed for cheap a while back. Can't beat a powerful, reliable, servicable rifle for 89 bucks!

And the only trouble I have had with my Colts is the last time I was at the range they ate up 26 Speer gold dots for they didn't remind me to change loads in my clips. ; )
You betcha! The pistol is very flat, and conceals very well.
A liberal friend of mine wants to buy one of those 22 cal MP-5 copies. He says it will be cheap to practice with and looks like a subgun, thus scaring goblins.

If you are talking about the Civilian Marksmanship Program, that’s had a multimonth backlog for years and is only catching up now because South Korea just sold hundreds of thousands of their reserve Garands.
Those things are terrible.
For a little more you can get a surplussed ex-military 9mm by a quality maker and of quality design.

For about the same price, he could get a Soumi M31 (semi-auto) in 9mm. Granted, it would cost more to practice with, but it hits a lot harder.
Colt makes a M-4 clone in 22lr. Pricey to say the least, but a good started rifle for the young’ns - and a good trainer as the controls all work the same....
