Wisconsin. One of only 2 states without some form of CCW. Not that it would have saved anyone in this case,but at least it would have afforded one the chance to change the outcome.
True, that. People are much more likely to get involved when they have the means to change the outcome. Also why the elites are so firmly for gun control. We might start getting involved with the giverment the same way.

The comment by the police that the crime was "somewhat domestic related", makes me think that your first thought might very well be correct.
Yeah back in the day I knew of some Chicago scumbags who would open P.O. Boxes in the 5 welfare-rich states MN,WI, ND,SD & IA just to collect welfare and every month make the trip to collect the checks.
It’s a little tougher now with WI cutting their bennies to nothing and now everyone is paid electronically with cross referencing.
