The term “developing” is an interesting one.
Look at Nigeria, a country vastly rich in oil and other natural resources. They only reason they are a “developing” country, lots of poor people, is because of gross mismanagement and corruption over the years. They’d be filthy rich if they’d had a stable, western-style democracy.
So we’re supposed to award corruption with exemption from the treaty? That sounds bass ackwards. Maybe after a couple terms of Chicago-style corruption this country can qualify as “developing” too.

The Western world has for decades poured buckets and buckets of money into Africa and nothing much constructive came of it. Pouring more money into it won’t help under whatever guise, climate or otherwise.
