What would you do if you lived among them, and your country was about to attack?
Pre-emptive self-defensive rhetoric for what is about to happen? IOWs they know something we don't?

It could be they slipped and inadvertently let us know that an attack is imminent. They knew something we didn't and issued this warning to their compatriots to try to get them to back off.
