My bet for the first is an American target

The rags of the world still believe New York City to be the center of our world so it is still target #1.
If they have two devices, DC is the official seat of the Great Satan, so DC is target #2.

While the rags hate Israel too, they may not want to nuke them. They know Israel would eliminate their enemies.

Much safer to hit the US while we have no president.
