I believe you are unfortunately, probably correct. The group isn't operationally functional, but that doesn't mean that it hasn't been allocated and received millions of dollars that for all we know are being siphoned to groups like CAIR or Hamas or even Al Queda.
The President himself should be held personally responsible for this extraordinary gap in the national security.
