True. But, it's not mathematically possible to pick up enough seats in the Senate to get to 2/3rds. There's just not enough sitting Dems up for reelection. If the GOP wins all the seats up for grabs, they'll still only have 59, which is 7 short of what they need.

However, although debate is strictly limited, as I understand it, Repubs can introduce an unlimited number of amendments, which should be just as good as a filibuster.
